Providence Homeowners Association (HOA)
DISTRICT
Providence is located within the boundaries of the Denton County Fresh Water Supply District No. 9 ("District"). The Commissioner’s Court of Denton County authorized the creation of the District because Providence is NOT located in a city. The District is a political subdivision of the State of Texas, and functions like a city. The governing body is composed of five directors, who are elected by the voters within the boundaries of the District. The undeveloped future phases of Providence are all located within the District. The District constructs and maintains water, sanitary sewer, sewage treatment plants, storm drainage, roads, trash removal, etc. for all of Providence, and only Providence. In order to pay for the cost of construction and maintenance, the State has authorized the District to levy an ad valorem tax (property tax), just as a City would. The current tax rate for the District is $1.00 per $100 of assessed value. The District has the authority to sell up to $58 million in bonds to pay for District roads, water, sewer and storm drains. There is no city tax. Your tax bill should reflect the following taxing entities: Denton County, Denton ISD and Denton County Fresh Water Supply District No. 9.
 
Water and Wastewater Services

The District purchases its treated drinking water from the Upper Trinity Regional Water Authority, which also provides water to 32 cities. Upper Trinity has the only treatment facility in the State of Texas that uses both charcoal and osmosis to enhance the purity of the water. Please see their website www.utrwd.com

The waste water (sewage) from Providence is piped to a brand new ultra modern treatment plant which is also operated and maintained by Upper Trinity.

The retail provider of water service in the southeastern Denton County area is "Mustang Special Utility District", and because Mustang is already reading meters and maintaining water lines in the Providence area, the District deemed it economical to hire Mustang to operate and maintain the District’s water and sewer lines, including reading the meters and billing.

Fire and Police Protection

Fire Protection is provided by the Town of Aubrey Fire Department and police protection by the Denton County Sheriff’s Department. The District, in cooperation with adjoining districts, has entered into an agreement whereby the Sheriff’s Department is providing a deputy sheriff to patrol Providence and a few other properties along Hwy 380. PROVIDENCE HOMEOWNERS’ ASSOCIATION ("HOA")
When a home or lot is purchased in Providence, it is subject to documents filed of record in Denton County, Texas. All homes are automatically a member of the HOA and membership is mandatory. The HOA establishes community rules, regulations and building standards. It is also responsible for enforcing these rules and regulations. The purpose of these rules is to enhance the quality of life for all of Providence and to protect your investment. An example of the rules: all lawns must be kept neat and mowed; houses must be kept in good repair; no inoperable vehicle can be parked in the street; no continuous overnight parking in the street; no boats, RV’s etc can be parked or stored except behind the house. An example of the building rules: all fences must be PVC white vinyl; all houses must have a garage; all yards must be fully sodded and irrigated with trees and shrubs. It’s important to remember that alterations to the exterior of your house are not allowed without written approval. For a complete list of all the rules and regulations and how the HOA works, please read the CCR’s that are filed of record. You may obtain a copy from the homebuilder. HOA/Country Club
As you are probably aware, Providence has outstanding club facilities, lakes, parks and special activities, all provided by the HOA, which acts like a country club. In order to manage this enormous task, the HOA has hired Premier Management Company to handle all aspects of the maintenance of the facilities and coordination of all HOA activities. Since opening, Providence has maintained a full time HOA coordinator, who offices in the clubhouse. Huffines Communities™ is committed to making Providence more than a place to live, we want to make it a way of life. This will largely be accomplished via the HOA that will constantly strive to create fun activities, parties, clubs and social events in order to bring the Providence community closer together. If you choose to live in Providence, to raise a family here, we strongly encourage you to be active in the HOA. Enjoy all the club facilities, parks and lakes, but more importantly, come to the events and socials, volunteer to be a leader and meet others.
 
HOA Dues
The current mandatory dues are $605 annually and must be paid semi-annually in March ($302.50) and October ($302.50). If the dues are not paid, use of the club facilities will be suspended and extra fees and collection charges will be added to the amount owed. The HOA will file a lien on your home to collect unpaid dues. The dues can increase by up to 10% per year, however, at this time, no increase is foreseen.
 
Who controls the HOA?
The HOA is run by Premier Management Company. Until all the lots are built on by homebuilders, the HOA is controlled by the Developer of Providence, Huffines Communities™ Once the lots are builtout, a five-member board of directors serving 2-year terms will be elected by the homeowners to oversee the HOA.
 
HOA Inspections and Permits
The HOA issues building permits to the home builder and to homeowners who wish to remodel their home. The HOA hires an inspector, Burgess Construction, Inc., to periodically inspect the construction of each house. The construction must pass inspection prior to receiving a Certificate of Occupancy. Although the house is inspected, the HOA does not guarantee quality and has no express or implied liability for the condition of a house. All homebuilders in Providence are required to comply with the latest building and energy codes.
